Rhodes made his WWE debut with his dad Dusty and Randy Orton in a backstage segment on July 2, 2007. Later, he had a storyline where he had to face Randy Orton and ended up losing his first match against Randy Orton.

Then he began battling with Hardcore Holly, losing three battles in a row against him. After earning Holly’s respect, Rhodes established a tag team with him and began competing against other teams. In Survivor Series, Rhodes and his partner failed in their first attempt at a championship match against Tag Team Champions Lance Cade and Trevor Murdoch. In 2007, Cody and Holly won the World Tag Team Championship by defeating Lance Cade and Trevor Murdoch on Raw’s 15th-anniversary special show.

In 2008, Randy Orton created a stable alongside Rhodes and Ted Dibiase, calling themselves Legacy. Rhodes joined the 2009 Royal Rumble Match as a Legacy member to assist Orton in winning. He made it to the final three before being eliminated by Triple H.
